Global Biofuel Alliance UPSC – Short Notes

The Global Biofuel Alliance (GBA) was launched during the G20 Summit 2023 in New Delhi, led by India, the United States, and Brazil—the world’s top biofuel producers. It aims to create a global platform to promote the sustainable production, trade, and use of biofuels across sectors.


🔹 Members

  • Founding Members: India, USA, Brazil
  • Other Members: Argentina, Bangladesh, Italy, Mauritius, South Africa, UAE, and others
  • Observers/Partners: International Energy Agency (IEA), International Renewable Energy Agency (IRENA), and the World Bank

(As of 2025, over 20 countries have shown interest in joining.)


🔹 Objectives

  1. Promote sustainable biofuel production and adoption globally.
  2. Facilitate technology transfer and joint research.
  3. Develop a global marketplace and harmonised standards for biofuels.
  4. Reduce dependence on fossil fuels and cut carbon emissions.

🔹 Opportunities for India

  1. Energy Security: Biofuels can substitute imported crude oil—reducing import bills.
  2. Rural Development: Promotes farmer income through feedstock crops (sugarcane, maize, rice straw).
  3. Technological Leadership: India can become a hub for 2G/3G biofuel tech.
  4. Climate Commitments: Supports India’s Net Zero 2070 target and E20 ethanol-blending programme.
  5. Diplomatic Leverage: Enhances South-South cooperation under G20 and ISA-like models.

🔹 Challenges

  1. Feedstock Constraints: Competing land use between food and fuel crops.
  2. Infrastructure Gaps: Limited refineries and blending facilities.
  3. High Production Costs: Advanced biofuels remain commercially unviable.
  4. Policy Fragmentation: Varying global standards and certification issues.
  5. Environmental Concerns: Risk of monocropping and biodiversity loss.

🔹 Way Forward

  • Strengthen public-private partnerships for R&D and commercialisation.
  • Adopt sustainable feedstock management and waste-to-energy models.
  • Align domestic policies with international certification norms.
  • Enhance farmer participation and ensure water-efficient crop planning.
  • Position India as a global knowledge centre for biofuel technologies through the GBA.
